Mr. Rosario has approximately 15 years of insurance industry experience having worked on both sides of the equation as regulator and member of the insurance industry. His legal and criminal investigations backgrounds have afforded him the opportunity to become a well seasoned and sought after claims analysis expert. Mr. Rosario has been recognized as an expert in his field having entered into cooperative efforts with other jurisdictions in Latin America in the study and analysis of the incidence of fraud and fraud prevention techniques in the business of insurance.

Mr. Rosario has held positions as Supervisor, Director and AVP of claims for a number of Property & Casualty Multinational Insurers with operations in Puerto Rico and Latin America. As part of his duties he has been responsible for developing the claims departments at two of these insurers, including all policies, procedures and processes. In addition, Mr. Rosario has worked at the Puerto Rico Department of Insurance on two occasions. His first tenure was as a member of the Department’s legal department where he was responsible for representing the Department in administrative proceedings and also for drafting opinion letters interpreting various provisions of the Puerto Rico Code of Insurance and its Regulations. During his second tenure at the Department, Mr. Rosario was designated as the first Director of the Department’s Anti Fraud Unit. Among his responsibilities was the formation of the unit, as well as the development and implementation of all of the procedures, policies and case handling matters related to fraud investigations and reporting.

Mr. Rosario holds a Bachelor’s Degree in Justice Systems from Sacred Heart University in Puerto Rico, a Master’s Degree in Criminal Justice from Interamerican University in Puerto Rio, and Juris Doctorate from Interamerican University in Puerto Rico. In addition, Mr. Rosario holds the designations of: Certified Insurance Fraud Investigator, Certified Fraud Examiner, Private Investigator, Certified in Homeland Security, and Insurance Independent Adjuster.
