Osvaldo Ramirez, JD, MBA, CHC, CIC
President/Principal – Compliance, Legislative & Regulatory Affairs, Business Development, Operations

Mr. Ramírez brings a unique point of view and extensive experience on both sides of the compliance and operations equation in the healthcare and insurance industries. He has worked for a major U.S. mainland insurance company and he is also a former regulator, having worked with the Puerto Rico Department of Insurance in legislative and regulatory affairs, as well as being the Department’s liaison with the NAIC and first Director of the Puerto Rico International Insurance Center. Mr. Ramírez has managed complex compliance issues for insurance companies, producers, health plans and health care providers.

Mr. Ramírez possesses a Bachelor of Arts in Political Science from the University of Michigan in Ann Arbor, Michigan, a Master’s in Business Administration from Old Dominion University in Norfolk, Virginia and a Juris Doctorate from The New York Law School in New York City. In addition, Mr. Ramirez holds the designations of Certified in Health Care Compliance (“CHC”) issued by the Healthcare Compliance Association (“HCCA”) and Certified in International Commerce (“CIC”) issued by the Trade and Commerce Company of the Government of Puerto Rico.

His areas of expertise include: corporate and regulatory compliance program design and audit, policy, procedures and contract drafting, with a particular emphasis on healthcare and insurance, filings with state agencies, insurer and producer market conduct issues. Mr. Ramírez also has extensive experience in business development, start-up venture formation and business planning. In addition, Mr. Ramirez has helped a number of producers to restructure their operations in order to assure 100% compliance with Department of Insurance regulations. This cumulative experience has proven extremely valuable both to RR clients and the firm itself, as we position ourselves and help our clients to plan strategically for the new millennium.
